What is SPSV fleet management?

SPSV stands for Small Public Service Vehicle - the category that covers taxis, hackneys, and limousines in Ireland. Running an SPSV fleet means managing not just the vehicles themselves, but a significant amount of compliance documentation for each car and each driver.

Every taxi in Ireland that operates legally must have six active compliance items at all times. If any one of these lapses, the driver cannot legally operate that vehicle - and as the fleet owner, you bear responsibility for ensuring the fleet is compliant.

The 6 SPSV compliance items you need to track

For each vehicle in your fleet, you must keep the following documents current:

1. Taxi Plate (NTA Grant)

The NTA taxi plate grant is the licence that authorises a vehicle to operate as a taxi in Ireland. Plates have expiry dates and must be renewed. An expired plate means the vehicle cannot legally carry fare-paying passengers. FleetX tracks the expiry date for every plate in your fleet and alerts you well in advance of renewal.

2. National Car Test (NCT)

Taxi vehicles in Ireland must pass more frequent NCT tests than private cars - typically every year rather than every two years for newer vehicles. An NCT failure or expiry means the vehicle is not legally roadworthy. FleetX tracks NCT expiry per vehicle and sends alerts before the due date.

3. Motor Tax

Every vehicle in Ireland must have current motor tax to operate on public roads. For taxis, this applies at the taxi rate. FleetX tracks motor tax renewal dates and flags upcoming expirations.

4. Vehicle Insurance

Taxis require specific SPSV insurance - standard private car insurance does not cover fare-paying passengers. Insurance policies have annual renewal dates and fleet owners must ensure cover never lapses. FleetX tracks insurance expiry and sends reminders.

5. SPSV Suitability Test

The SPSV suitability test is a vehicle inspection specific to taxi operations in Ireland, conducted by the NTA or its appointed test centres. It verifies that the vehicle meets standards for passenger comfort and safety. The test must be renewed periodically. FleetX tracks the test date and alerts you when a new one is due.

6. Driver SPSV Licence

Every driver must hold a valid SPSV driver licence issued by the NTA. This is separate from a standard driving licence and must be kept current. FleetX stores each driver's SPSV licence number and expiry date, and alerts you before any driver's licence lapses.

The real risk: Any one of these six items expiring can mean a driver is operating illegally without realising it. For fleet owners, an NTA enforcement check can result in substantial fines and plate suspensions. FleetX exists specifically to make sure this never happens by surprise.

The four SPSV rental scenarios in Ireland

Irish SPSV taxi fleet operations don't follow a single model. There are four recognised rental arrangements, each with different implications for compliance ownership and rent structure. FleetX supports all four:

Scenario Car ownership Plate ownership Who pays rent
A Fleet owner Fleet owner Driver pays full rent (car + plate)
B Driver (own car) Fleet owner Driver pays plate rent only
C Fleet owner Driver (own plate) Driver pays car rent only
D Fleet owner Fleet owner Driver pays weekly rent for everything

FleetX lets you assign the correct scenario to each driver-vehicle combination and tracks rent accordingly.

Why existing software doesn't work for Irish SPSV fleets

Most fleet management software is designed for logistics companies, van fleets, or large enterprises. They track fuel consumption, GPS routes, and driver hours - none of which is relevant to an Irish taxi fleet owner managing 5–50 taxis.

The dispatch systems used by taxi apps (iCabbi, Autocab) are for managing bookings and drivers in real time - they don't help you track compliance documents, collect rent, or understand your revenue.

Before FleetX, Irish fleet owners had two options: a spreadsheet (which doesn't alert you), or a notebook (which you can lose). Neither scales, neither sends reminders, and neither tells you at a glance which vehicles and drivers need attention today.

FleetX was built to fill that gap - purpose-built for Irish SPSV fleet management, from the compliance items tracked to the language used throughout the app.
